Funding and Support Opportunities for Community Groups

The Community Services Programme (CSP) supports community businesses and social enterprises to provide local services and create employment opportunities for disadvantaged people. The provision of these services should promote social enterprise as an approach to alleviating disadvantage and addressing local social, economic and environmental needs which are not being met through public or private funding or other resources and also provide employment for those most distant from the labour market.

A key requirement under the CSP is that services generate traded income by adopting a social enterprise model of delivery. For the purposes of the CSP, social enterprises can be defined as follows:

“An enterprise that trades for social/societal purpose, where at least part of its income is earned from its trading activity, is separate from government and where the surplus is primarily re-invested in the social objective.”

The Department of Social Protection via Pobal have opened a new round of funding under the CSP Strand 3: social enterprises that provide employment for specific disadvantaged groups. Under this round of funding a Social Enterprise must be:

 

  • a Company Limited by Guarantee or Co-operative, or plan to adopt such a structure if they are successful in the Expression of Interest process
  • Up and running and generating a traded income with at least one set of audited accounts for review
  • Clear fit with Strand 3: social enterprises that provide employment for specific disadvantaged groups
  • Plan on employing full time equivalents from named target groups

One project from County Longford will be selected by Longford Community Resources CLG to go forward to be appraised nationally to seek approval for funding from the Department of Social Protection. The selection of this project by Longford Community Resources CLG will be based on the project criteria detailed in the CSP EOI 2017 Guidance Document.
